'. ,. ..' .....F~omtheCi.M_c(er <br /> <br /> <br />6.3A <br />Page 1 <br /> <br /> <br /> <br />March 10,2008 <br /> <br />SUBJECT <br />Installation of Stop Signs on Rolison Road at Belle Avenue <br /> <br />RECOMMENDATION <br />Approve, by resolution, the installation of stop signs on Rolison Road at the intersection <br />with Belle Avenue. <br /> <br />BACKGROUND <br />On March 1, 2007 staff was invited to the Friendly Acres/East Bayshore Neighborhood <br />Association meeting to discuss the possibility of installing stop signs on Rolison Road. <br />Subsequent to this meeting, on November 19, 2007, residents of Rolison Road and <br />Belle Avenue submitted a petition through the neighborhood association to the City to <br />make the intersection of Rolison Road and Belle Avenue an all~way stop intersection by <br />installing stop signs on Rolison Road. Currently, traffic from Belle Avenue is stopped <br />before proceeding onto Rolison Road. A total of 11 residents representing 10 <br />properties within a block of the subject intersection, including residents from the <br />apartment buildings on both comers, signed the petition in support of the installation of <br />stop signs at this location. On January 23, 2008, requests for comment were mailed to <br />144 property owners and area residents. As of the requested "reply by" date of <br />February 1, staff received two comments supporting the addition of stop signs and no <br />comments opposed. <br /> <br />The intersection of Rolison Road and Belle Avenue has a reasonably good safety <br />record. For a five year period, from the beginning of 2002 through the end of November <br />2007, Police records show eight accidents at that intersection which may have been <br />prevented by stop signs. However, five of the accidents occurred in a 12-month period <br />from August 2003 to August 2004, which meets State and City adopted criteria for the <br />installation of stop signs. Staff has studied existing conditions on Rolison Road at Belle <br />Avenue and recommends the installation of stop signs at this intersection. <br /> <br />The Council's ad hoc Committee on Traffic Issues has reviewed this report and <br />approves staffs recommendations contained herein. <br /> <br />If Council approves the proposed stop signs, installation will not be immediate. Staff <br />must notify the neighborhood association, take field measurements, prepare a design <br />plan, and arrange for construction of the signs and markings. Installation of the "STOP" <br />legend and limit line pavement markings must occur simultaneously with the installation <br />of the actual stop signs to ensure public safety. Because the pavement must be <br />thoroughly dry to allow a durable installation of these markings, wet weather can delay <br />the work. Staff anticipates this stop sign installation may not be completed until the <br />middle of April, but will expedite installation as weather and workload permit. <br />
