Section 3. The City Council further finds with respect to the sale of the
Parcels, as set forth in the DDA, that the consideration to be paid for the Parcels is not
less than the fair reuse value at the use and with the covenants and conditions and
development costs authorized by the DDA and in accordance with the Redevelopment
Plan. This finding is based on the facts and analysis set forth in the Agency report
prepared pursuant to Health and Safety Code Section 33433, approved concurrently
herewith.
Section 4. The City Council hereby finds and determines that the sale of the
Parcels pursuant to the DDA will assist in the elimination of blight in the Project Area.
This finding and determination is based upon the reasons contained in the Agency's
Report prepared pursuant to Health and Safety Code Section 33433.
Section 5. The City Council hereby finds and determines that the private
improvements and the Public Parking Facility are structurally so integrated and
interrelated that it would be uneconomic and impracticable to competitively bid the
Public Parking Facility.
F:Atty /Reso /Reso.1351
121002 3
1AAA7
