'CJY oint '.' ehfute,'CJnaUlor'lzeft 'alty "ahagettOll1cr'ease 'eagr'eeriieh amoun, <br />if necessary, up to 10% of the amount approved. <br /> <br />BACKGROUND <br />Laurel Way Joint Venture represents 18 of 19 property owners who own vacant parcels <br />on Laurel Way. It proposes to develop those 18 parcels as individual single family <br />homes. The project site is approximately 5.1 acres. Please see attached site plan. <br /> <br />Laurel Way is, a substandard private street and part of a residential subdivision that was <br />created in 1929. The vacant parcels along Laurel Way are characterized by steep <br />slopes and thick vegetation. The street was never accepted by San Mateo County. <br />The subdivision was annexed into the City in 1969, but the street was not accepted for <br />public dedication by the City due to its substandard width. In 1970, the City prepared <br />street improvement plans which included retaining walls but the improvements were not <br />constructed due to lack of project support by all property owners. <br /> <br />In 1988, staff recommended to the City Council to establish a policy requiring an EIR <br />prior to any new development at the western end of Laurel Way. Council reaffirmed the <br />requirement for an EIR in 2000 by Resolution (No. 14111). The City wishes to avoid <br />"piecemeal" development of an area with recognized planning, environmental, and <br />engineering-related constraints. An EIR will provide a comprehensive assessment of <br />potential environmental issues and related development guidelines within that <br />environmental context for the proposed development. The EIR is intended to examine <br />the full build-out of properties on the street and provide engineering, geological, <br />biological, and other information necessary to guide development on Laurel Way. The <br />Planning Commission is expected to review the EIR in winter of 2008. <br /> <br />Staff has received six solicited proposals for this work and has selected MHAlRMT as <br />the most qualified firm. MHAlRMT has extensive experience with similar residential <br />hillside development projects. MHAlRMT has previously and successfully completed <br />other like work for the City. <br /> <br />ALTERNATIVES <br />Council may choose not to approve the proposed agreement with MHAlRMT and direct <br />staff to solicit other qualified service providers. <br />
