Accept the update on the status of utility late payments and rate assistance usage; and <br />2. Adopt a resolution waiving late payment penalties and interest for solid waste, water and sewer <br />utilities for the period of September 2020 through February 2021 for residential and for commercial <br />customers due to the COVID-19 pandemic. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Healthy Community for All <br />BACKGROUND <br />At the March 23, 2020 City Council meeting, the City Council directed staff to research opportunities to <br />defer or eliminate late payment penalties for utility payments and to present recommendations to the <br />City Council. At the April 6, 2020 City Council Meeting, Council directed staff to develop a resolution to <br />waive late payment penalties for solid waste, water and sewer utilities for the period of March 2020 <br />through August 2020 for residential and commercial customers; to advertise the rate assistance program <br />for low-income water and sewer utility customers; and to return to the City Council in the fall with an <br />update on the status of late payments and rate assistance usage to determine whether to continue to <br />waive the late payment penalty.
