STRATEGIC PLAN GUIDING PRINCIPLE Excellence in Government Operations BACKGROUND On August 29, 2020, the City Council held a Study Session to discuss current priorities and focus areas for the City Council and staff. At the meeting, the City Council reviewed the current Strategic Plan, which was adopted on January 13, 2020. The Strategic Plan included new Vision and Mission statements, identified multi-year Strategic Priorities, and established Guiding Principles to guide City operations and initiatives. The City Council affirmed that their Strategic Priorities of Housing, Transportation and Children and Youth would continue, and noted that Strategic Priorities typically would endure for more than one year, as implementation of goals to advance these Priorities was expected to require multiple years of effort. Over the last six months, the City has been simultaneously addressing crises in public health and the economy while responding to calls for racial justice. In light of these evolving issues, on August 29 the City Council discussed whether changes to the Strategic Plan were appropriate. Following discussion, the City Council agreed to continue the current Strategic Priorities, and requested that the City Council's Strategic Plan Ad Hoc Committee (Vice Mayor Masur, Councilmembers Aguirre and Hale) develop recommended language to include equity as a core consideration in all City activities.
