Staff anticipates that these efforts will naturally overlap with the Housing Element <br />Update efforts, given the number of housing units that will need to be accounted for, as well as <br />potentially for some of the Gatekeeper projects. Given the overlapping impacts of these long-range <br />initiatives, staff continue to explore a streamlined and comprehensive approach to achieve Council <br />priorities while ensuring clear and effective conversations with the community regarding land use <br />decisions in the downtown and Central Redwood City. <br />4. Residential Design Guidelines: Staff work continues on establishing more comprehensive Citywide <br />Residential Design Guidelines for single-family residences. This effort began in April 2019 when the <br />City hired a consulting firm to assist staff in the community outreach and preparation of Residential <br />Design Guidelines. The results of the outreach efforts were presented and discussed at the Planning <br />Commission hearing on February 4, 2020. Since that time, and though delayed due to the Covid-19 <br />pandemic, the City's consultant has completed a draft set of guidelines based on input received from <br />the community outreach efforts and feedback from the Planning Commission. The consultant has also <br />provided recommendations on revised Architectural Permit findings to help implement the design <br />guidelines and other potential zoning amendments such as review process, notification and <br />development standards. The Architectural Advisory Committee and the Planning Commission will <br />review the draft design guidelines in fall 2020, with adoption targeted for early 2021. <br />Current Planning Project Review <br />In terms of current planning projects, staff continues to review 14 ongoing large-scale projects, totaling <br />1,400 residential units, 174 hotel rooms and 4 million square feet of commercial and office space. The <br />largest of these projects are included in Attachment C (Land Use Studies and Timeline). Importantly, this <br />figure only includes large housing, commercial and mixed-use projects that are reviewed and decided at <br />the Planning Commission or City Council level. It does not include the ongoing review of staff level permits, <br />including single-family review, small-scale office/commercial review, use permits, fagade changes and <br />planning review of building permits (including Accessory Dwelling Units). <br />In addition, staff are aware of potentially 16 additional large current planning projects that may be <br />submitted within the next year and could yield over 300 residential homes, 83 hotel rooms and 3 million <br />square feet of commercial and office space. None of the aforementioned projects are seeking a General <br />Plan Amendment, as they conform to the General Plan and Zoning as currently proposed. These projects <br />are at varying levels of the pre -planning stage, ranging from high-level initial discussions with staff, up to <br />projects planning to submit within the next few months. <br />Large current planning projects typically require project review by senior level staff (Senior Planner or <br />Principal Planner) and typically take 2-4 years to process before a project decision is made. All of the <br />proposed Gatekeeper projects are considered large planning projects due to their requested entitlements, <br />project descriptions and associated environmental review.
