S.A. - Page 29 of 61
For nonresidential projects, Redwood City's Affordable Housing Ordinance requires that an affordable
housing impact fee per net sq. ft. be paid for certain, non-residential or small residential development
projects:
Project Type
Fee
Single -Family, Duplex, Townhomes
$25/sq. ft.
Apartments and Condominiums
$20/sq. ft.
Office
$20/sq. ft.
Retail
$5/sq. ft.
Hotel
$5/sq. ft.
Certain projects are also exempt from paying the fee including residential projects with 3 units or fewer,
residential projects of 20 units or more (on-site units required), and commercial projects of 5,000 sq. ft.
or less. For on-site affordable housing units, a rental project would be required to provide 10% of the
units at a moderate income level, 5% at the low level, and 5% at the very low level. For sale projects are
required to designate 15% of the units at a moderate level.
At the same time the City Council adopted affordable housing impact fees, the City Council also
determined that the following number of affordable units would mitigate the impacts of nonresidential
development on the need for affordable housing:
Required Affordable Units per 100,000 sq. ft. in a Nonresidential Project
Moderate Income Low Income
Very Low Income
Total
Office 3 5
2
10
Retail, etc. -- 2
2
4
Hotel -- 2
2
4
Office:
Moderate: 1 unit per 33,333 sq. ft.
Low: 1 unit per 20,000 sq. ft.
Very Low: 1 unit per 50,000 sq. ft.
Retail:
Low: 1 unit per 50,000 sq. ft.
Very Low: 1 unit per 50,000 sq. ft.
Staff has calculated how each commercial Gatekeeper project's proposed affordable housing compares
to the above chart. The required affordable housing impact fee has also been calculated for information
purposes, however staff expects that these projects would propose on-site housing units in -lieu of the
fee, unless otherwise noted. In addition, staff notes that the calculations shown in this document are
based on gross sq. ft. (instead of net sq. ft.). Typically, an impact fee would be assessed against the net
new development square footage. Therefore, if initiated, the actual affordable housing impact fee could
be less.
2
City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org
296
