S.A. - Page 29 of 61 <br />For nonresidential projects, Redwood City's Affordable Housing Ordinance requires that an affordable <br />housing impact fee per net sq. ft. be paid for certain, non-residential or small residential development <br />projects: <br />Project Type <br />Fee <br />Single -Family, Duplex, Townhomes <br />$25/sq. ft. <br />Apartments and Condominiums <br />$20/sq. ft. <br />Office <br />$20/sq. ft. <br />Retail <br />$5/sq. ft. <br />Hotel <br />$5/sq. ft. <br />Certain projects are also exempt from paying the fee including residential projects with 3 units or fewer, <br />residential projects of 20 units or more (on-site units required), and commercial projects of 5,000 sq. ft. <br />or less. For on-site affordable housing units, a rental project would be required to provide 10% of the <br />units at a moderate income level, 5% at the low level, and 5% at the very low level. For sale projects are <br />required to designate 15% of the units at a moderate level. <br />At the same time the City Council adopted affordable housing impact fees, the City Council also <br />determined that the following number of affordable units would mitigate the impacts of nonresidential <br />development on the need for affordable housing: <br />Required Affordable Units per 100,000 sq. ft. in a Nonresidential Project <br />Moderate Income Low Income <br />Very Low Income <br />Total <br />Office 3 5 <br />2 <br />10 <br />Retail, etc. -- 2 <br />2 <br />4 <br />Hotel -- 2 <br />2 <br />4 <br />Office: <br />Moderate: 1 unit per 33,333 sq. ft. <br />Low: 1 unit per 20,000 sq. ft. <br />Very Low: 1 unit per 50,000 sq. ft. <br />Retail: <br />Low: 1 unit per 50,000 sq. ft. <br />Very Low: 1 unit per 50,000 sq. ft. <br />Staff has calculated how each commercial Gatekeeper project's proposed affordable housing compares <br />to the above chart. The required affordable housing impact fee has also been calculated for information <br />purposes, however staff expects that these projects would propose on-site housing units in -lieu of the <br />fee, unless otherwise noted. In addition, staff notes that the calculations shown in this document are <br />based on gross sq. ft. (instead of net sq. ft.). Typically, an impact fee would be assessed against the net <br />new development square footage.
