6.K. - Page 2 of 5
ANALYSIS
The City is requesting that the City Council support applications for grant funding for the following project,
which the Transportation Advisory Committee recommended at their September 9, 2020 meeting:
• Hopkins Avenue Traffic Safety Implementation — The $2.8M project includes the permanent
installation of pilot traffic calming measures and a planned pavement overlay. The project builds
on the Hopkins Traffic Safety Project Preferred Conceptual Design and subsequent modifications
made during and in response to the pilot installation, which was approved by the City Council on
April 22, 2019. Prior to putting the project out to bid for construction, the City Council will have
the opportunity to approve the final design. The grant request is for $1.2M with a local match of
$1.6M.
This project has been in development for a number of years, has gone through extensive community
planning processes, and is in need of additional funding for construction. In addition, the project supports
the programs and policies in the Circulation Element of the General Plan and advances the City's vision
from RWCmoves to "promote the best travel experience possible for everyone in Redwood City by
creating and maintaining a safe, multimodal, and accessible transportation network."
FISCAL IMPACT
The local match for the grant project will be covered by a combination of the Special Gas Tax Fund and
the Capital Outlay Fund as outlined in Table 1 below. Funding for the local match is included in the Fiscal
Year 2020-21 Capital Improvement Program budget.
...
Grant Request
Special Gas Tax
Capital Outlay Fund
Fund (Fund 277)
(Fund 357)
Hopkins Avenue Traffic Safety
$1,200,000
$1,300,000
$359,216
Implementation
ENVIRONMENTAL REVIEW
The project is categorically exempt from the requirements of the California Environmental Quality Act
(CEQA) Guidelines pursuant to Section 15301(c), Class 1 ("Existing Facilities") for the repair and
maintenance of existing highways and streets with negligible or no expansion of an existing use. The
proposed improvements for this project will occur to existing streets with no expansion of road capacity.
PUBLIC NOTICE
Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72
hours prior to the meeting.
5—
City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org
87
