61. - Page 1 of 5 <br />/<;i-ik <br />Redwood <br />CitylCallifornia <br />wended 1967 <br />\now <br />DATE: October 12, 2020 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />Reject all bids for Veterans Memorial Building/Senior Center Project <br />RECOMMENDATION <br />From the City Manager <br />By motion, reject all bids and authorize staff to re -advertise the project at a later date. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Excellence in Government Operations <br />BACKGROUND <br />On June 27, 2016, the City Council approved an Exclusive Negotiating Agreement (ENA) between the City <br />of Redwood City (City) and the YMCA of Silicon Valley (YMCA). The ENA allowed the City and the YMCA to <br />exclusively negotiate the details of ajoint intergenerational community center project to replace outdated <br />facilities located at Red Morton Park. <br />On November 13, 2017, the City Council approved the Professional Design Agreement with ELS <br />Architecture and Urban Design to develop the master plan and schematic design for the project by <br />conducting public engagement workshops and presenting conceptual designs. <br />During the first half of 2018, the City held six public workshops and numerous stakeholder meetings that <br />led to City Council approval of the schematic design of the project on May 21, 2018. <br />On September 9, 2019, the City approved the professional management and inspection services <br />agreement with Gilbane Building Company to help to deliver the project successfully by providing <br />Page 1 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />91 <br />
