61. - Page 3 of 5 <br />financing that the City Council would need to approve prior to awarding the construction project to the <br />low bidder. <br />ENVIRONMENTAL REVIEW <br />On December 16, 2019, the City Council adopted a resolution that (1) certified the Final Environmental <br />Impact Report (SCH# 2016112041) for the Veterans Memorial Senior Center/YMNCA Project, and (2) <br />Adopted Environmental Findings, a Mitigation Monitoring and Reporting Program, and a Statement of <br />Overriding Considerations, pursuant to California Environmental Quality Act (CEQA). <br />In any event, the recommended action to reject all bids and authorize staff to re -advertise the project at <br />a later date is not subject to CEQA (see CEQA Guidelines, section 15270 (Projects Which Are Disapproved)). <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. Additionally, the City -YMCA Task Force received an update on the project on <br />September 29, 2020, and staff are sending notifications to individuals who have previously communicated <br />with the City on this project, to the Senior Affairs Commission, and to the adjacent Neighborhood <br />Associations.
