10/12/2020 <br />RESOLUTION NO. 15887 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY WAIVING LATE PAYMENT PENALTIES AND INTEREST FOR <br />SOLID WASTE, WATER AND SEWER UTILITIES FOR THE PERIOD OF <br />SEPTEMBER 2020 THROUGH FEBRUARY 2021 FOR RESIDENTIAL <br />AND COMMERCIAL CUSTOMERS DUE TO THE COVID-19 PANDEMIC <br />WHEREAS, the COVID-19 pandemic, in conjunction with associated Shelter <br />in Place Orders, has created significant impacts to Redwood City residents and <br />businesses with many businesses losing business, at risk of closing and many <br />residents experiencing reduced work hours or layoffs, especially in the service sector. <br />These financial impacts could result in a reduced ability to pay rent or mortgage <br />payments, and increase risk of homelessness for individuals and families in Redwood <br />City; and <br />WHEREAS, without stable housing, individuals and families could be forced into <br />crowded living situations or become homeless, making them much more susceptible <br />to contracting COVID-19; and <br />WHEREAS, at the March 23, 2020 City Council meeting, the City Council directed <br />staff to study the feasibility of deferring or eliminating late payment penalties for non- <br />payment of City utilities; and <br />WHEREAS, at the April 6, 2020 City Council meeting, the City Council directed <br />staff to develop a resolution to waive late payment penalties for solid waste, water and <br />sewer utilities for the period of March 2020 through August 2020 for residential and <br />commercial customers, and return to the City Council in the fall with an update on the <br />status of late payments and rate assistance usage to determine whether to continue to <br />waive the late payment penalty; and <br />WHEREAS, at the April 27, 2020 City Council meeting, the City Council adopted <br />a resolution temporarily waiving late payment penalties for solid waste, water and sewer <br />utilities for the period of March 2020 through August 2020 for residential and commercial <br />customers; and <br />WHEREAS, the COVID-19 pandemic and associated economic crisis continues to <br />negatively impact Redwood City residential and commercial utility customers; and <br />WHEREAS, an extension of the temporary waiver for an additional six months, from <br />September 2020 through February 2021, of such penalties may continue to provide a <br />ATTY/RESO.0095/CC RESO WAIVING LATE PAYMENTS FOR SOLID WASTE RESO.
