6.E. - Page 1 of 10 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: October 26, 2020 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Adoption of citywide electronic signature policy for the purposes of conducting official business by <br />leveraging technology to increase efficiency, productivity, and accountability throughout City operations <br />RECOMMENDATION <br />1. By motion, adopt an electronic signature policy to allow the use of electronic signatures in lieu of <br />hand-written, or "wet" signatures and facilitate the use of paperless electronic documents throughout <br />City processes, where appropriate, and authorize the City Manager to make minor edits to the policy <br />with the concurrence of the City Attorney in order to facilitate the use of electronic signatures; and <br />2. By motion, retroactively approve all agreements signed by the City Manager and all authorized City <br />staff utilizing electronic signature, including digital, image, and facsimile, during the COVID-19 pandemic. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Excellence in Government Operations <br />BACKGROUND <br />Electronic signatures are an effective and efficient way to conduct official business and are widely used in <br />a variety of industries, including local and state government. The California Secretary of State has issued <br />guidance and a list of requirements that must be met in order to use electronic signatures with the same <br />force as hand-written, or "wet" signatures. <br />It has been an ongoing goal for staff to bring forward an electronic signature policy, however in light of <br />the Covid-19 pandemic and shelter in place orders issued by San Mateo County and the State of California, <br />the urgency with which staff sought to present this policy and subsequent implementation has increased. <br />In order to maintain certain City operations during the Covid-19 pandemic, staff has begun to use <br />Page 1 of 6 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />122 <br />
