If Council approves the Electronic Signature Use Policy, staff intends to begin <br />implementing the policy citywide within the next 60 days. <br />FISCAL IMPACT <br />As mentioned in the analysis section above, staff's recommendation to proceed with Adobe Sign would <br />enable the City to move forward with electronic signature implementation with no added cost at this time <br />given the current three year licensing agreement and the fact that the city has already procured the <br />service. If the City exceeds 5,000 transactions in a year, the additional charge is $3.50 a transaction will <br />be assessed. For comparison, a similar number of transactions from DocuSign would cost more than $50K <br />over the same three year period. <br />By automating the routing of documents that require a signature, less staff time will be required to <br />manually route, track, and archive documents, ensuring more effective use of staff time and resources. In <br />addition, automating the routing of documents in a digital format also has the potential to reduce office <br />supply expenditures such as paper, toner, and postage. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />The City Council may choose not to adopt the City of Redwood City Electronic Signature Use Policy and <br />require all signatures to remain hand-written, or "wet" despite the California Secretary of State's <br />certification authorizing the use of electronic signatures.
