6.C. - Page 1 of 57 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: October 26, 2020 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Approval of Town of Atherton's withdrawal from membership in the South Bayside Waste Management <br />Authority <br />RECOMMENDATION <br />Adopt a resolution approving the Town of Atherton's withdrawal from the South Bayside Waste <br />Management Authority (SBWMA), provided Atherton satisfies its obligation to liquidate its proportional <br />share of debt as determined by the SBWMA Board of Directors on August 20, 2020 and this liquidation <br />occurs prior to December 31, 2020. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Excellence in Government Operations <br />BACKGROUND <br />The original Joint Powers Agreement (JPA) for SBWMA was adopted effective December 9, 1999. It was <br />established by the following twelve San Mateo County entities to provide a regional approach to the <br />collection and disposition of solid waste, recyclable materials, and organic materials: Town of Atherton, <br />City of Belmont, City of Burlingame, City of East Palo Alto, City of Foster City, Town of Hillsborough, City <br />of Menlo Park, City of Redwood City, City of San Carlos, City of San Mateo, County of San Mateo, and West <br />Bay Sanitary District. Under the JPA, these twelve entities are identified as "Equity Members." <br />In 2000, SBWMA issued bonds to acquire and reconstruct the Shoreway Environmental Center Facility, <br />which is operated pursuant to a contract between SBWMA and South Bay Recycling, LLC., and processes <br />solid waste and recyclables for SBWMA's twelve Member Agencies. The 2000 bonds, defined in the JPA <br />as the Revenue Bonds, were defeased and new bonds issued in 2009.
