Amend the Financing and Information Technology Services Agreement between the City and Silicon Valley Clean Water, formerly South Bayside Systems Authority (304) MO 20-152 Recommendation: By motion, approve and authorize the City Manager to execute Amendment No. 7 to the Financing and Information Technology Services Agreement with Silicon Valley Clean Water (SVCW), extending the agreement for an additional one-year period through June 30, 2021 for a not to exceed amount of $137,458, and for a total contract amount of $1,154,452. Accept the update on the status of utility late payments and rate assistance usage; and 2. Adopt a resolution waiving late payment penalties and interest for solid waste, water and sewer utilities for the period of September 2020 through February 2021 for residential and for commercial customers due to the COVID- 19 pandemic.
