7.A. - Page 6 of 16 <br />Option 3 <br />Option 3 preserves more recreational space than Option 1 but slightly less recreational space than Option <br />2, as the 1402 Maple Street parcel eastern boundary (straight) line is 200 feet west from the state land <br />property line next to the waterfront. In Option 3, the County would receive 2.4 acres, which would provide <br />space for public serving purposes such as a potential navigation center and transitional housing. This <br />allows the City to utilize approximately 9.5 acres of potential area for future active/passive recreation and <br />open space. <br />Potential Future <br />Recreational <br />'L'ulal Sirrcu Aecn: <br />3 <br />During the study session, the City Council will discuss and provide City staff guidance for potential next <br />steps based on the policy questions below. No formal action will be taken during the study session. Policy <br />Questions for City Council Consideration: <br />• Does the City Council support the concept of a land swap that would support public waterfront <br />access, new open space and initiatives to address the challenges related to homelessness? <br />• Does the City Council support developing plans for future community engagement on park and <br />open space area on public property in the Inner Harbor Area? <br />• If the Council supports both of these, which of the exchange options does the City Council prefer? <br />ANALYSIS <br />Future possibilities for active/passive recreation and open space <br />City staff has retained MIG planning consultants, the same consulting firm that worked on the City's Inner <br />Harbor plan draft, to review the previous draft Inner Harbor Plan and related documents and provide a <br />high level analysis of potential future active/passive recreation and open space options under Option 3, <br />which retains 9.5 acres of City -owned or public property. MIG was also tasked with considering Inner <br />Harbor Task Force guiding principles and community engagement feedback.
