Additional window and penetrations are also <br />incorporated to allow light and ventilation to allow for the changed use of the space. While the materials <br />would change from the existing corrugated metal, similar industrial materials would be used in its place. <br />The HRAC reviewed and commented on this element at its July 9, 2020 hearing, recognizing that <br />demolition of the historic resource is a significant and unavoidable CEQA impact, but that the new building <br />was well designed and should not try to be too literal in designing it to match the former shed. <br />AAC Review -The project was reviewed by the AAC in 2019 and twice in 2020. At their first meeting, the AAC <br />made a series of suggestions to the applicant, including shifting the massing of Parcel A towards EI Camino <br />Real rather than Lathrop, providing additional detail on the streetscape and entries. At the second meeting, <br />the Committee was generally supportive of the site design and massing for Parcels A through E. The <br />Committee requested further study of the residential buildings on Parcels A and D, suggesting more <br />articulation to break-up the upper floor massing and additional balconies to provide more private open <br />space. It also requested more detail on the mechanical screens and their transparency. The applicant <br />made additional changes to the plans, resulting in a recommendation of approval for Parcels A through E <br />on September 17, 2020 with a condition of approval that the detailing for the residential buildings on <br />Parcels A and D return for further study. <br />Parcel F was evaluated separately since that property falls within the Downtown Precise Plan (DTPP) area <br />and must adhere to the standards, guidelines, and process established in the DTPP. The AAC supported <br />the requested deviations to the building disposition (Courtyard with less than two enclosed sides) and <br />window glazing (having less than transparency than prescribed) as proposed and forwarded a <br />recommendation of approval with the following design comments: <br />- Consider the framing and color of the pop -out box so it doesn't appear as heavy <br />- Consider more traditional windows for the Mediterranean style <br />- Consider the rooftop terrace and opportunities to break it up, such as canvas awnings <br />The applicant has responded to these design comments in the current plans by removing the dark outline <br />framing the pop -out box and revising the windows to more traditional forms.
