These safety issues, in turn, <br />will severely inhibit the District's ability to operate its educational programs. The Project's <br />increase in traffic will also subject students and staff to increased levels of vehicle exhaust, <br />fumes, and other pollution. <br />In order to fully understand these issues, the District requested that the Draft EIR include the <br />following: <br />13. The existing and the anticipated vehicular traffic and student pedestrian <br />movement patterns to and from school sites, including movement patterns to and <br />from Sequoia High School, and including consideration of bus routes. <br />14. The impact(s) of increased vehicular movement and volumes caused by the <br />Project, including but not limited to potential conflicts with school pedestrian <br />movement, school transportation, and busing activities to and from Sequoia High <br />School. <br />15. The estimated travel demand and trip generation, trip distribution and trip <br />assignment by including consideration of school sites and home -to -school travel. <br />16. The cumulative impacts on schools and the community in general resulting from <br />increased vehicular movement and volumes expected from additional <br />development already approved or pending. <br />17. The direct, indirect, and cumulative impacts on the circulation and traffic patterns <br />in the community as a result of traffic generated by the transportation needs of <br />students to and from the Project and schools throughout the District during the <br />Project build -out. <br />18. The impacts on the routes and safety of students traveling to school by vehicle, <br />bus, walking, and bicycles. <br />The Draft EIR fails to analyze a_y of the above categories of information. The Draft EIR does <br />not specifically discuss any vehicular or pedestrian movement patterns to and from Sequoia High <br />School, and how the proposed Project's addition of thousands of daily trips will impact the safety <br />and convenience of those students, families, and staff traveling to and from Sequoia High <br />School. Nor does the Draft EIR analyze how the addition of thousands of new vehicles to El <br />Camino Real and the surrounding streets, which are already severely impacted by traffic, could <br />impact the District's ability to promote its safe routes to school program, and/or comply with <br />Title 5 requirements to locate its school sites within a proposed attendance area that encourages <br />student walking and avoids extensive bussing. (5 Cal. Code Regs. § 14010(1).) In fact, the Draft <br />EIR fails to mention the District and Sequoia High School at all. There is, therefore, no way for <br />the lead agency or the public to assess whether the Project will pose a traffic impact related to the <br />District's provision of public services. <br />
