These project merits include affordable housing, child <br />care, retail opportunities, and a mix of residential and employment opportunities in proximity to transit <br />(Attachment A). <br />PLANNING COMMISSION HEARING <br />The Planning Commission considered this item at their October 27, 2020 public hearing. Approximately <br />30 members of the public spoke during public comment, with the majority of comments supporting the <br />project, especially regarding the amount of affordable housing, the level of affordability, the inclusion of <br />support for those with developmental disabilities, support for the child care facility, inclusion of retail and <br />traffic calming measures, and desire for a roller skating rink within the entertainment space. Areas of <br />concern included the amount of housing compared to office (jobs/housing balance), desire for more <br />affordable housing above and beyond the City requirements, desire for more open space, and concern of <br />impacts during construction. The Planning Commission discussed the affordable housing proposal and <br />whether additional affordable units could be provided, protected bike lane and ability to extend it beyond <br />the project, daycare requirements and desire to mitigate office impacts. The Planning Commission <br />unanimously recommended that City Council certify the EIR, adopt CEQA findings, the statement of <br />overriding considerations, and the Mitigation Monitoring and Reporting Program, and approve the <br />project. <br />PUBLIC NOTICE <br />This project has received extensive community input. The applicant has held more than 40 meetings to <br />receive feedback and inform the public about the project. In addition, the City has held a total of 11 public <br />hearings before the AAC, HRAC, TAC, PC, and City Council over the course of 2019 and 2020. <br />Each of these public hearings, including this City Council hearing, included standard noticing practice as <br />follows: Ten days prior to the hearing date, notice of the hearing is posted on the City's website, published <br />in the newspaper, and sent to all owners or residents of property located within 300 feet of the project <br />site, including any interested person who requested a notice. Information about the project has been <br />posted on the City's website at www.redwoodcity.org/southmain <br />ALTERNATIVES <br />1. Request modifications to the proposed project. <br />2. Determine an environmental alternative is the preferred project. <br />3. Identify areas of additional environmental analysis. <br />4.
