S.A. - Page 292 of 302 <br />Before entitling a project similar to the Greystar project (1585 Studios, a small property with 26 Studio <br />Apartments for people with developmental disabilities in Mountain View), the City of Mountain View <br />conducted a parking study of other inclusive housing projects for people with developmental disabilities <br />Based on that parking study, the City entitled the project with no resident parking. Of the 10 parking <br />spaces provided at the site: <br />• 2 parking spots are reserved for the Property Manager and Maintenance staff. (In addition to <br />the 26 studio apartments, the project has a 2 -bedroom apartment occupied by either the <br />Property Manager or the Maintenance staff.) <br />• 2 parking spaces are fully ADA accessible and are not available to guests and visitors without <br />disability parking placards or license plates. <br />• 6 parking spaces are unreserved and available for guests and visitors. <br />The 1585 Studios project opened in July 2015, and since then has not experienced a parking shortage at <br />any time of night or day. This indicates that the inclusion of people with developmental disabilities in <br />the project would facilitate the reduction of parking requirements at the Greystar project. <br />Affordability <br />Because of San Mateo County's high area median income, many adults with developmental disabilities <br />are unable to meet minimum income requirements for a studio apartment at 50% of Area Median <br />Income. Even a studio priced at 30% of San Mateo County's Area Median Income will be unaffordable to <br />an adult who depends solely on SSI of $940/month. <br />Although many of the adults targeted for this property will have full-time or part-time jobs and will not <br />depend solelyon SSI, they are typically working minimum wage positions in the retail and service sector <br />at around $15/hour. The current public health crisis has taken its greatest toll on this sector of <br />employment. Therefore, we strongly encourage HIP Housing and Greystar to discuss with the County of <br />San Mateo the ability to reserve Project -Based Vouchers for some of the units. Project -Based Vouchers <br />are allowed to be awarded to units for people with disabilities who require certain coordinated services <br />at the property, which is the basis for allowing targeting of Project -Based Vouchers to people served by <br />Housing Choices and Golden Gate Regional Center. <br />Minimum and Maximum Number of Units <br />Housing Choices requests that a minimum of eight units be subject to a preference for people with <br />developmental disabilities. This minimum is needed for the efficiency of providing on-site staff. <br />We typically request that up to 25% (in this case 10 units) be subject to a preference for people with <br />developmental disabilities. However, in smaller projects, where space and parking is limited, we often <br />receive more than 25% of the total units, up to 100%, for example, at 1585 Studios, described above. <br />For more information, please contact Jan Stokley, Executive Director, man@housingchoices.org, direct <br />line 408-713-2613. <br />295 <br />
