6.A. - Page 244 of 251 <br />ATTACHMENT C <br />7.0 PRIORITIES <br />The City of Redwood City is committed to actions designed to conserve and protect the <br />environment, and will continue to implement those actions whenever possible, <br />economically feasible, and compliant with the requirements of local, State and Federal <br />regulations. <br />7.0.1 The health and safety of community members and employees is of utmost <br />importance and takes precedence over all other practices. Nevertheless, the <br />City of Redwood City recognizes its duty to act in a fiscally responsible as <br />well as a timely manner. <br />7.0.2 Nothing contained in this policy shall be construed as requiring the City of <br />Redwood City, department, purchaser, or contractor to take any action that <br />conflicts with local, state or federal requirements. <br />7.0.3 Nothing contained in this policy shall be construed as requiring a department, <br />purchaser or contractor to procure products that do not perform adequately <br />for their intended use, exclude adequate competition, risk the health or safety <br />of employees and citizens, or are not available at a reasonable price in a <br />reasonable period of time. <br />7.0.4 The City of Redwood City has made significant investments in developing a <br />successful recycling system and recognizes that recycled content products <br />are essential to the continuing viability of that recycling system and for the <br />foundation of an environmentally sound production system. Therefore, to the <br />greatest extent practicable, recycled content shall be included in products <br />that also meet other specifications, such as chlorine free or bio -based. <br />8.0 IMPLEMENTATION <br />The Citywide interdepartmental team will provide implementation guidance to departments <br />by providing sustainable purchasing requirements and recommendations, approved <br />environmental standards and certifications, training, resources, and best practices to assist <br />in fulfilling the intent of this policy. These tools will include the Sustainable Purchasing <br />Checklist in Appendix A, a list of awarded contracts that meet the requirements and <br />recommendations in the Sustainable Purchasing Checklist, and training for departments <br />and suppliers. <br />8.1 Sustainable Purchasing Checklist <br />8.1.1 When preparing solicitation documents, refer to the Sustainable Purchasing <br />Checklist in Appendix A to evaluate products and services. <br />8.2 Cost and Price Consideration <br />10of17 I 'age <br />549 <br />
