Delay further consideration and send a clear <br />message to this developer to work with you and staff to correct and mitigate the many <br />major flaws in their proposal. <br />There are four categories of evidence to justify your decision: 1- Flawed Process; <br />2- Deficient Developer Representations and Performance; 3- Jobs/Housing Imbalance <br />& Health Emergencies; and 4- Negative Financial Impacts to the Community. <br />1- Flawed Process <br />There have been many deficiencies in the lengthy review process which need to be <br />addressed before considering this project further. The City needs to complete a financial <br />analysis of this project and its costs & benefits to the community. There is no evidence <br />of the City having adequately reviewed the complete financial impacts that this project <br />will have both near and short-term on our community and its finances. If we move <br />forward now, we will have used a deficient process and could be considered negligent, <br />as we are signing up for a project that will put massive strains on our community and its <br />finances without adequate analysis of impacts and mitigation of serious consequences. <br />This is one of the largest development projects ever proposed in Redwood City. Your <br />decisions and negotiations with the developer cannot be informed ones without a <br />complete financial model to evaluate the full impact of their proposal and the costs and <br />benefits to our community. To date, the developer is refusing to bargain in good faith as <br />they have refused as late as this Friday (November 13, 2020) to share any basic project <br />financial information such as cost to build it out. <br />
