S.A. - Page 6 of 302 <br />FIGURE 4 - AFFORDABLE MIX <br />* includes 22 replacement studios <br />The offsite units on Parcel F would serve as partially satisfying the commercial requirement (16 units) and <br />would provide the required replacement units (22 units). It would also provide specialized housing for <br />people with developmental disabilities for some of the units (approximately 25% or 10 units, based on <br />demand). These 38 units are separated from the other residential units to facilitate financing, ownership <br />and management of the units. Parcel F will have amenities and services to serve the needs of their tenants. <br />While Parcel F is offsite (approximately 1,000 ft. north of Parcels A-E), it is located closer to the downtown <br />and Transit Center (Caltrain station and SamTrans bus depot), providing easier access to shopping and <br />services. Staff has analyzed the proposal and finds that it satisfies the required findings, as outlined in the <br />attached resolution. <br />State Density Bonus Law — The State Density Bonus Law (SDBL) and the City's Density Bonus regulations <br />allow an applicant to request density bonuses and concessions or waivers of development standards if <br />needed to financially offset the cost of developing the project based on the level of affordability provided. <br />Local jurisdictions cannot consider these to be inconsistent with the general plan or local zoning standards <br />if they meet the SDBL provisions. In addition, this law allows reduced parking ratios by right (0.5 spaces per <br />bedroom for Parcels A and D and 0.5 spaces per unit for Parcel F). The project qualifies for density bonuses and <br />concessions under the SDBL as noted below. Staff has analyzed the requested bonuses and concessions, <br />based on the required findings as reflected in the attached resolution. <br />Parcel A - The applicant requests the maximum 35% density bonus and two concessions: <br />1. Increased height from 6 to 7 stories. The project would meet the existing maximum bonus <br />height of 85 ft. <br />2. Redistributed uses between Parcels A & B in order to construct one residential building on <br />Parcel A, with office uses consolidated on Parcel B. <br />Parcel D —The applicant requests a 20% density bonus and one concession: <br />1.
