and other major City departments to estimate the marginal operations and maintenance
costs associated with the project. The analysis would estimate the net revenues to the
City's General Fund from the new project.
• Draft report. Consultant submits an administrative draft memo report to the City
with its findings on the potential for community benefits and fiscal benefits, and
recommendations on a reasonable range of legally available implementation options. The
submission of the draft report is usually accompanied by a meeting with City staff to
explain the findings.
• Final report. After receiving input from the City, Consultant will make edits or
clarifications and deliver the final report.
• Presentations. In some cases, Consultant may be asked to attend meetings or
hearings with decision -makers to explain the analysis and answer questions. It is
assumed that the City would provide requested data within two weeks of project initiation.
It is assumed that the City would deliver comments within two weeks of receipt of the draft
report.
Budget: The budget to produce a project memo for a community benefits analysis and
fiscal impact analysis is estimated at $38,605. There is an estimated cost of $1,620 for
the optional task of attending a public meeting or hearing. It should be noted that there
would likely be cost efficiencies when analyzing multiple development projects at the
same time, because the data sources and analytical tasks can be further streamlined.
The exact cost of each project will depend on the complexity of the application and types
of services required.
Staff
Hourly Rate
Srivastava
$235
Cummings
$170
Associate
$140
REV: 09-11-2020 PR
ATTY/AGR.2020.197/Strategic Economics (Page 12 of 13)
