11/16/2020 WHEREAS, pursuant to the requirements of the CEQA and the CEQA Guidelines, the City prepared a EIR to evaluate the potential environmental impacts associated with the Project; and WHEREAS, the Draft EIR was published and circulated for public review and comment beginning on May 29, 2020 through July 13, 2020. The Draft EIR was filed with the State Office of Planning & Research under State Clearinghouse No. 2019070208; and WHEREAS, on July 7, 2020 the Planning Commission (Commission) held a duly noticed public hearing to receive public comment on the Draft EIR; and WHEREAS, the City prepared written responses to the comments received during and immediately following the public review and comment period and included these responses in a separate volume entitled "Final Environmental Impact Report South Main Mixed -Use Project" which together with the Draft EIR constitutes the Final Environmental Impact Report (Final EIR), and also prepared a Mitigation Monitoring and Reporting Program (MMRP) pursuant to the requirements of CEQA and the CEQA Guidelines; and WHEREAS, in addition to the public Scoping Session, ten official noticed public meetings and hearings of various City commissions and the Planning Commission were held to deliberate the merits of the Project and make recommendations regarding components of or a final action on the Project. WHEREAS, on October 27, 2020 the Commission held a duly noticed public hearing and recommended certification of the EIR and adoption of CEQA Findings of Fact, a Statement of Overriding Considerations, and a Mitigation Monitoring and Reporting Program, along with the Project entitlements; and WHEREAS, on November 9, 2020, the City Council held a duly noticed public hearing on the Project entitlements as well as certification of the EIR and adoption of CEQA Findings of Fact, a Statement of Overriding Considerations, and a Mitigation Monitoring and Reporting Program. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF REDWOOD CITY, AS FOLLOWS: Section 1. The City Council, having independently heard, considered, and weighed all the evidence in the record, finds that the above recitals are accurate and constitute findings in this matter and, together with the staff report and the application materials, including without limitation the Final EIR, development plan, and all other documents, reports, studies, memoranda, maps, oral and written testimony, and materials in the City's file for the applications and the Project, and all adopted City planning documents relating to the Project and the property including the City's General Plan, Municipal Code, Zoning Ordinance, and other applicable City laws and regulations, and all associated approved and certified environmental documents, have together served as an adequate and appropriate evidentiary ATTY/RESO.0118/PC RESO SOUTH MAIN MIXED -USED PROJECT RESO.
