11/16/2020 <br />Findings Regarding Impact HAZ-9d. The City Council hereby finds that <br />incorporating the requirements of Mitigation Measures HAZ-1 and HAZ-2 into the <br />Project would substantially lessen the severity of Impact HAZ-9d, such that this <br />potential impact would be less than significant, because Mitigation Measure HAZ- <br />1 requires hazardous building materials survey prior to building permit issuance for <br />demolition or renovation activities and abatement, including adequate precautions <br />to prevent potential exposure to workers or the public, and Mitigation Measure HAZ- <br />2 requires a site mitigation plan prior to the issuance of a grading permit and before <br />any substantial ground disturbance, which would identify measures to protect future <br />site users from contact with contaminants. This finding is based on the entire record <br />of proceedings for the Project, including but not limited to the discussion and <br />analysis set forth on pages HAZ 4.9-6 through HAZ 4.9-8 of the Initial Study, which <br />includes a full statement of the impact and applicable mitigation measures and is <br />hereby incorporated herein in its entirety. <br />18. Hydrology and Water Quality Impact HW -10a: The project could violate water <br />quality standards or waste discharge requirements or otherwise substantially degrade <br />surface or ground water quality. <br />Mitigation Measures. Mitigation Measure HAZ-2 will be implemented for the <br />Project as provided in the MMRP. <br />Findings Regarding Impact HW -10a. The City Council hereby finds that <br />incorporating the requirements of Mitigation Measure HAZ-2 into the Project would <br />substantially lessen the severity of Impact HW -10a, such that this potential impact <br />would be less than significant, because the measure requires a site mitigation plan <br />prior to the issuance of a grading permit and before any substantial ground <br />disturbance, including procedures for handling, excavating, characterizing, and <br />managing contaminated soils and dewatering effluent. This finding is based on the <br />entire record of proceedings for the Project, including but not limited to the <br />discussion and analysis set forth on pages HYD 4.10-4 through HYD 4.10-5 of the <br />Initial Study, which includes a full statement of the impact and applicable mitigation <br />measures and is hereby incorporated herein in its entirety. <br />19. Noise Impact N0I-13a: The project could generate a substantial temporary <br />increase in ambient noise levels in the vicinity of the project in excess of standards <br />established in the local general plan or noise ordinance, or applicable standards of other <br />agencies. <br />Mitigation Measures. Mitigation Measure N0I-1 will be implemented for the <br />Project as provided in the MMRP. <br />Findings Regarding Impact N0I-13a.
