11/16/2020 <br />building. Given the extent of the required modifications, it cannot be assured that the <br />building would retain its historical significance and integrity. Retaining the structure also <br />involves a risk to the existing structure that would occur during construction of the <br />underground parking structure that is sited directly adjacent to the existing feed shed <br />building footprint. On balance, when considering the degree of building alterations that <br />adaptive reuse would require, the resulting diminished historical integrity of the building, <br />and the potential effects related to on-site parking, adaptive reuse of the Perry's Feed Shed <br />building appears to be infeasible from a technical perspective, the City Council hereby finds <br />that the Preservation Alternative is not feasible. <br />Findings Relating to 2018 Project Alternative. The 2018 Project Alternative would <br />not avoid the Project's significant and unavoidable cultural resource impacts, but would <br />meet most of the Project's objectives (DEIR pages 5-8 to 5-12). Although the 2018 Project <br />Alternative would meet most of the Project's objectives, it would provide substantially less <br />affordable housing units. Because the 2018 Project Alternative would not meet the <br />objectives related to affordable housing goals to the same degree as the Project, and would <br />not avoid the Project's significant and unavoidable cultural resource impacts, the City <br />Council hereby finds that the 2018 Project Alternative is not feasible. <br />VI. Statement of Overriding Considerations. <br />Approval of the Project by the City Council will result in significant adverse <br />environmental effects relating to historical resources which cannot be mitigated or avoided, <br />notwithstanding the City has adopted all feasible mitigation measures. The City Council <br />has examined alternatives to the Project that could avoid or reduce the Project's significant <br />and unavoidable effects and determined that adoption and implementation of the Project is <br />the most desirable, feasible, and appropriate action. Therefore, in accordance with Public <br />Resources Code Section 21081(b) and CEQA Guidelines Section 15093, the City Council <br />makes the following Statement of Overriding Considerations, which reflects its balancing of <br />the Project's benefits against its significant and unavoidable effects and states the specific <br />reasons for its decision to approve the Project. Substantial evidence supports the various <br />benefits and can be found at a minimum in the preceding CEQA findings, which are <br />incorporated by reference into this Statement, the FEIR, and the other documents which <br />make up the record of proceedings. <br />A. Significant and Unavoidable Impacts <br />Based on the information and analysis set forth in the DEIR and the record of <br />proceedings, implementation of the Project would result in the following significant <br />unavoidable impacts even with the implementation of all feasible mitigation measures: <br />Impact CR -1: The project would result in a substantial adverse change in the <br />significance of a historical resource. <br />Impact CR -4: The project, combined with cumulative development, including past, <br />present, and reasonably foreseeable future development, could result in a significant <br />ATTY/RESO.0118/PC RESO SOUTH MAIN MIXED -USED PROJECT <br />REV: 11-03-2020 PR <br />Page 30 of 32 <br />RESO.
