11/16/2020 <br />EXHIBIT A <br />Findings and Statements required by the California Environmental Quality Act <br />(Public Resources Code section 21000 et seq.) <br />I. Introduction <br />On behalf of the City of Redwood City (the "City"), and pursuant to the California <br />Environmental Quality Act ("CEQA") and Title 14, Chapter 3 of the California Code of <br />Regulations (the "CEQA Guidelines"), the City's Planning Division has prepared an <br />Environmental Impact Report (the "EIR") for the South Main Mixed -Use project (the "South <br />Main Mixed -Use Project" or the "Project"). The City is the lead agency for the EIR. <br />To support its certification of the EIR and approval of the Project, the City Council <br />of the City of Redwood City makes the following findings of fact and statement of overriding <br />considerations (collectively, the "Findings"). These Findings contain the City Council's <br />written analysis and conclusions regarding the Project's environmental effects, mitigation <br />measures, alternatives to the Project, and the overriding considerations which, in the City <br />Council's view, justify the approval of the Project despite its potential environmental effects. <br />These Findings are based upon the entire record of proceedings for the EIR, as described <br />below. <br />II. Project and Environmental Review <br />The South Main Mixed -Use Project proposes to develop 540 multifamily residential <br />units (including 147 affordable units) consisting of 252 units on Parcel A, 249 units on <br />Parcel D, and 39 units on Parcel F. The Project would also include 530,000 square feet of <br />office uses (110,000 square feet on Parcel B, 166,000 square feet on Parcel C, and <br />254,000 square feet on Parcel E), an 8,400 square -foot child care facility on Parcel B (not <br />including 5,800 square feet of dedicated outdoor space), and 29,000 square feet of retail <br />uses, including 19,000 square feet of ground -floor space on Parcel B designed to <br />accommodate entertainment/retail uses. The 40,000 square feet of public open space <br />proposed throughout the project site would include a public creek walk and park at Shasta <br />Street and Chestnut Street. (Square footages are approximate.) The project site is <br />composed of five contiguous blocks totaling 8.30 acres bounded by EI Camino Real, Maple <br />Street, Elm Street, Main Street, Caltrain right-of-way, Chestnut Street, Shasta Street, and <br />Cedar Street, and a non-contiguous 0.15 -acre parcel (Parcel F) at the southwestern corner <br />of EI Camino Real and Jackson Avenue. <br />In the summer of 2019, pursuant to State CEQA Guidelines Section 15063, the City <br />determined that the Project could result in potentially significant environmental impacts and <br />that an EIR would be required. In compliance with Section 21092 of CEQA, the City <br />circulated a Notice of Preparation ("NOP") of a Draft Environmental Impact Report (the <br />"DEIR") for the Project to the Office of Planning and Research (OPR) State Clearinghouse <br />and interested agencies and persons on July 9, 2019 for a 30 -day review period. The City <br />recirculated the NOP on January 29, 2020 for a 30 -day review period to summarize and <br />disclose the proposed revisions to the Project.
