6.C. - Page 2 of 7 <br />ANALYSIS <br />Prior to contracting with All City Management Services, the Police Department managed and staffed <br />crossing guard posts but found it difficult to conduct supervisory oversight and maintain crossing guard <br />staffing. Staffing vacancies had to be filled with Community Service Officers or Police Officers, <br />necessitating the reassignment of personnel from patrol, traffic enforcement, and the investigation of <br />crimes. These reassignments resulted in fewer police personnel available for calls for service and less time <br />available for proactive law enforcement and criminal investigations. Staffing reductions in Community <br />Service Officers has made it even more difficult for police personnel to provide this type of service to the <br />community. <br />All City Management Services maintains on-call employees to fill vacancies as needed, provide training, <br />equipment, and supervision for its employees and provides liability coverage. The contract renewal <br />compensates All City Management Services at a rate of $25.60 per hour for each hour of crossing guard <br />service. This is a $1.85 increase from last year's agreed-upon rate. All City Management Services has <br />always had to pay somewhat more than the state minimum wage in order to attract qualified candidates <br />able to handle the responsibilities associated with crossing guard duties. <br />All City Management Services remains the only private vendor in our area providing crossing guard <br />services. <br />FISCAL IMPACT <br />The contract will compensate All City Management Services at a rate of $25.60 per hour for each hour of <br />crossing guard service. The total number of contracted hours for Fiscal Year 2020-2021 is 5,688 at a cost <br />that shall not exceed $145,613.
