7.C. - Page 50 of 54 CITY OF REDWOOD CITY Community Facilities District No. 2020-1 (Seaport Centre/Seaport Plaza) INTRODUCTION The City Council (the "Council") of the City of Redwood City (the "City"), pursuant to the City's Special Tax Financing Law (Chapter 32, Article XIII of the Redwood City Municipal Code) which incorporates the Mello -Roos Community Facilities Act of 1982, as amended, adopted on October 26, 2020, a resolution entitled "A Resolution of the City Council of the City of Redwood City Declaring its Intention to Establish City of Redwood City Community Facilities District No. 2020-1 (Seaport Centre/Seaport Plaza), and Approving Related Documents and Actions" (the "Resolution of Intention"), pursuant to which the Council stated its intent to establish the "City of Redwood City Community Facilities District No. 2020-1 (Seaport Centre/Seaport Plaza)" (the "CFD"). In the Resolution of Intention, the Council expressly ordered the preparation of a written Community Facilities District Report (the "Report"), for the proposed CFD. The Resolution of Intention ordering the Report directed that the Report generally contain the following: (a) A description of the facilities (the "Facilities") and services (the "Services") by type which will be required to adequately meet the needs of the CFD. (b) An estimate of the fair and reasonable cost of the Facilities including the cost of acquisition of lands, rights-of-way and easements, any physical facilities required in conjunction therewith and incidental expenses in connection therewith, including the costs of the proposed bond financing and all other related costs as provided in Section 53345.3 of the Act. (c) An estimate of the fair and reasonable cost of the Services and incidental expenses in connection therewith, and all other related costs. For particulars, reference is made to the Resolution of Intention for the CFD, as previously approved and adopted by the Council. NOW, THEREFORE, I, the City's Director of Public Works, do hereby submit the following data: A. DESCRIPTION OF FACILITIES AND SERVICES. A general description of the proposed Facilities and the proposed Services is set forth in Exhibit "A" attached hereto and hereby made a part hereof. B. PROPOSED BOUNDARIES OF THE COMMUNITY FACILITIES DISTRICT. The proposed boundaries of the CFD are those properties and parcels in which special taxes may be levied to pay for the costs and expenses of the Facilities and the Services.
