The implementation of both height -related <br />standards and additional regulations related to short-term rentals (generally prohibiting), and ordinance <br />effectiveness would not result in increases in density or intensity and would not be considered an <br />environmental impact, and as such would be covered under the "common sense exemption" (CEQA <br />Guidelines Section 15061(b)(3)). <br />PUBLIC NOTICE <br />Public notification was sent achieved by posting the agenda, with the agenda items being listed, at least <br />72 hours prior to the meeting. On November 13, 2020, ten days before to the hearing date, notice of the <br />City Council hearing was posted on the City website, placed in the San Mateo Dailykurnal, emailed to an <br />interested parties list, and posted www.redwoodcity.org/adu. Staff mailed a public notice to the seven <br />sites that contain both an ADU and a short-term rental. <br />ALTERNATIVES <br />1. Allow an alternative maximum height for detached ADUs of 18 ft., 20 ft., or 22 ft. Staff has previously <br />recommended a maximum 22 ft. height that would allow both ADUs above detached garage and <br />standalone two-story ADUs with low-pitched roof forms. Other nearby municipalities are allowing <br />ADUs above legally established detached garages with a maximum height of 20 ft. as long as the ADU <br />footprint does not extend beyond the garage footprint; if requested, staff can provide additional <br />information at the City Council meeting. <br />2. Allow all existing short-term rentals in ADUs constructed prior to January 1, 2020. Remove primary <br />residency requirement for ADUs and prohibit any new short-term rentals in all other ADUs. <br />3.
