8.A. - Page 24 of 51 <br />Terence T. Kyaw, Director of Public Works Services. Terence Kyaw has more than 28 years of <br />experience in public works. Mr. Kyaw began his career in public works as an equipment services worker, and <br />became Fleet Manager with Redwood City in 2007. Mr. Kyaw most recently served as Assistant Public <br />Works Director for Redwood City for over six years, before becoming Director of Public Works in December <br />2018. Mr. Kyaw holds a Bachelor of Science in Physics from the University of Rangoon, Rangoon, Burma; <br />a Bachelor of Science in Management from Menlo College, Atherton, California; and a Masters of Business <br />Administration from Notre Dame de Namur University, Belmont, California. <br />The Sewer Utility System <br />The City owns and operates a sanitary sewer collection system consisting of approximately 200 miles <br />of sewer pipelines and 31 sewer lift stations. The City's wastewater is conveyed to the Authority for treatment <br />and disposal. The City's sewer utility is accounted for as a separate enterprise fund. <br />The Public Works Services Department oversees management, maintenance and operation of the <br />City's sewer collection system. The City's Engineering and Construction Division of the Community <br />Development Department is responsible for the design and construction of capital improvements to the City's <br />sewer collection system. Financial management of the City's Sewer Utility System is provided by the City's <br />Administrative Services Department under which the Revenue Services Division is responsible for all City <br />utility billing and collections, including processing of connection and facilities fees. <br />Wastewater Flows <br />The following table shows the City's recent average daily wastewater flows to the Authority. <br />TABLE Al <br />CITY OF REDWOOD CITY <br />ANNUAL WASTEWATER FLOW <br />2015-16 2016-17 2017-18 2018-19 2019-20 <br />Average Daily Flow (mgd) 6.4 7.8 7.2 7.7 7.1 <br />Source: Silicon Valley Clean Water. <br />The decrease in wastewater flow between 2016-17 and 2017-18 was largely due to a decrease in flow <br />between January -February 2017 and January -February 2018 caused by several factors, including decreased <br />rainfall during that period in 2018 and operational changes to the sewer system in 2017, such as the flushing <br />of the City's recycled water system into the sewer system. <br />Service Area and Customer Base <br />The City's sewer enterprise provides wastewater service to most of the incorporated area of the City <br />as well as some surrounding adjacent areas.
