Greenhouse Gas (GHG) Emissions Inventories <br />Consumption -based GHG Inventory <br />In 2015, the Bay Area Air Quality Management District (BAAQMD) partnered with the Cool Climate Network at UC <br />Berkeley to develop a consumption -based inventory of GHG emissions for cities and counties across the entire Bay <br />Area. The inventory was developed through an economic model that estimates per -household consumption of <br />goods and services based on economic indicators, such as household income. The consumption -based method <br />results in about 35 percent higher emissions than a traditional generation -based approach for the region, largely <br />due to higher emissions embedded in goods consumed within but produced outside of the county.41 Figure 11 <br />shows the consumption -based inventory for households in San Mateo County. <br />Figure 11: Consumption -based Inventory for Households in San Mateo County, 201542 <br />15 <br />Alrtravel Breakdown of Average Household Carbon <br />Footprint in San Mateo County <br />Recycling <br />WAS I F <br />Because of a lack of data and the complexity and cost of the accounting required, consumption -based inventories <br />are extremely difficult to accurately complete. Consequently, it isn't realistic to develop this type of lifecycle <br />emissions accounting at regular intervals, as with standard GHG inventories. Even so, Redwood City recognizes <br />the importance of including measures and strategies to reduce consumption -based emissions in this CAP. In <br />particular, considering the impact of consumption -based emissions helps Redwood City prioritize buying local and <br />supporting community businesses and jobs. <br />In the future, there may be the opportunity and need to quantify GHG emissions associated with the goods and <br />products procured by the community and its residents at more regular intervals.
