11/23/2020 <br />C: It embodies distinctive characteristics of a style, type, period or method of <br />construction, or is a valuable example of the use of indigenous materials or <br />craftsmanship. <br />The home was designed by a notable architect, has a notable architectural design <br />from the Bay Area Tradition late second phase, and is an inventive and distinctive <br />example of mid -20th century domestic architecture. The elements characteristic of <br />these typologies include the use vertical redwood siding, broad eaves in the gabled <br />roof, and exposed rafters. <br />D: It is representative of the notable work of a builder, designer, or architect. <br />The house was designed by a notable architect, Edwin Wadsworth, who was known <br />for designing many homes during the 1950s -1970s. <br />WHEREAS, said property and applicant do qualify for a Mills Act Contract; and <br />WHEREAS, it is in the best interest of the City of Redwood City and the residents <br />therein, that said structure be designated a Historic Landmark and that a Mills Act Contract <br />be approved to assist in the preservation of the property. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />REDWOOD CITY, AS FOLLOWS: <br />Section 1. The City Council, having independently heard, considered, and weighed <br />all the evidence in the record, finds that the above recitals are accurate and constitute <br />findings in this matter, and together with the staff report and all application materials, <br />including without limitation the development plans, and all other documents, reports, <br />studies, memoranda, maps, oral and written testimony, and materials in the City's file for <br />the application, and all adopted City planning documents relating to the Project and the <br />property including the City's General Plan, Zoning Ordinance, Municipal Code, other <br />applicable City laws and regulations, and all associated approved and certified <br />environmental documents, have together served as an adequate and appropriate <br />evidentiary basis for the findings and actions set forth in this resolution. <br />Section 2. The City Council finds that the proposed Project is exempt from the <br />requirements of the California Environmental Quality Act under Section 15308 Class 8 <br />(Actions by Regulatory Agencies for Protection of the Environment) and Section 15331 <br />Class 31 (Historical Resource Restoration/Rehabilitation). The Historic Landmark <br />designation and Mills Act contract will ensure the maintenance, restoration, enhancement, <br />and protection of the environment (which includes historical resources), and because the <br />future maintenance and preservation work carried out is required to be consistent with the <br />Secretary of the Interior's Standards for the Treatment of Historic Properties. <br />ATTY/RESO.0127/CC RESO 970 EDGEWOOD ROAD RESO.
