6.D. - Page 1 of 33 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />Ago/ <br />DATE: December 21, 2020 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Response to 2020 San Mateo County Civil Grand Jury Report: "Ransomware: It Is Not Enough to Think <br />You are Protected" <br />RECOMMENDATION <br />By motion, approve the attached letter responding to the October 7, 2020 San Mateo County Civil Grand <br />Jury Report and authorize the Mayor to sign and send the letter to the San Mateo County Civil Grand Jury. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Excellence in Government Operations <br />BACKGROUND <br />On October 7, 2020, the San Mateo County Civil Grand Jury ("Grand Jury") filed a report with the San <br />Mateo Superior Court regarding best practices in cyber security. As one of the agencies affected by the <br />Grand Jury Report (Report), the City is required to prepare a response to the findings and <br />recommendations and submit the response by January 5, 2021. <br />The Report is intended to present "best practices" in developing a Cybersecurity strategy, then <br />implementing and testing that plan. It addresses actions that can be taken (and have been taken, in some <br />cases) in order to guard against ransomware attacks, recover from an attack and the additional measures <br />that can be taken to reduce the possibility of an attack. However, the Report is not an expose with details <br />of potential system weaknesses, in light of the need for Cybersecurity strategies and practices to be highly <br />confidential.
