California 94063

RE: Proposal to Prepare an Initial Study/Mitigated Negative Declaration for the
Proposed Airgas NCN Project

Dear Ms. Tangunan,

On behalf of MHA Environmental Consulting, An RMT Business (MHAIRMT), I am pleased to
submit this revised proposal to prepare an Initial Study/Mitigated Negative Declaration (IS/MND)
for the proposed Airgas NCN Project. This proposal reflects the level of effort suggested by the
city in our recent conversations.

Understanding of the Proposed Project

Airgas (proponent) has submitted Use Permit, Architectural Permit, and Sign Permit applications
seeking approval to store medical and industrial gases and build a 3,180 square foot addition to
an existing 3,211 square foot building at 50 Chemical Way in Redwood City. Additionally, the
proponent would remove an existing 150 square foot storage shed and seven various
containment areas.

The on-site operations would be both retail and industrial, with approximately 1,469 square feet
of the existing building being converted to retail space for the sale of welding and related safety
supplies. The remaining building space, including the proposed addition, would serve as
industrial space for tasks including packaging, repackaging, and storage/distribution of medical
and industrial gases.

Four large storage tanks and other smaller containers would be located outdoors for gas
storage. The four large tanks would be located adjacent to the existing building. The smaller
containers would be located along the property line abutting Highway 101, as well as along the
north and south perimeters of the property.

Nine customer parking spaces and 12 employee parking spaces are proposed for the property.
Eight to 10 company-owned flat-bed Class A and B vehicles would also be parked on the
property for delivery use.

Planning Services and Schedule
MHAIRMT staff will provide the following services:
