Evaluate Project Impacts on Roadway Conditions - With baseline traffic <br />volumes and truck activity, a Traffic Index (TI) will be calculated for the <br />following street segments: <br /> <br />- Seaport Boulevard between Blomquist and Highway 101 right-of-way <br />- Maple Street between Blomquist and Chemical <br />- Blomquist Lane between Maple and Seaport <br /> <br />The proposed project's truck traffic volumes will be added and the TI <br />recalculated with the project. We will consult with the City staff to determine <br />the existing structural section on these roadways and compare that section <br />with the section that would be appropriate for the baseline and/or baseline <br />plus project volumes. <br /> <br />It is anticipated that Omni-Means will meet with City staff to discuss <br />technical assumptions and obtain traffic data. This task does not include <br />public hearings. <br /> <br />4) Preparation of an Administrative Draft Initial Study and Mitigated Negative <br />Declaration, including a completed environmental checklist consistent with Appendix <br />G of the CEQA Guidelines, with responses addressing each of the environmental <br />parameters. <br /> <br />5) Preparation of a Draft Initial Study and Mitigated Negative Declaration, incorporating <br />staff comments and revisions, and preparation of a Notice of Intent to Adopt a <br />Mitigated Negative Declaration, for review by the public and the City's Planning <br />Commission and City Council. <br /> <br />6) Preparation of a Mitigation Monitoring Program to verify implementation of <br />prescribed mitigation measures. <br /> <br />7) Preparation of a Final Initial Study and Mitigated Negative Declaration, incorporating <br />revisions by the City Planning Commission and City Council (responses to public <br />comments will only be prepared to the extent hours are available in the budget for <br />the FinaIIS/MND). <br /> <br />8) Attendance and presentation at one joint meeting with the City Zoning Board and <br />Planning Commission. <br />
