<br />78 <br />staff member, one member of the current Working Group nominated by the Working Page 3 <br />Grou~, and one Cound~ member} to: <br />1) research best management practices of other successful bike and/or pedestrian <br />committees, and <br />2) return to Council with recommendations, prior to formation of an Advisory <br />Committee. <br /> <br />The three-member team will research and propose an Advisory Committee format that <br />wm best serve Redwood City at this point in time. It is anticipated that this initial <br />research will take no longer than eight weeks. Staff is already compiling a spreadsheet <br />of various jurisdictions' bike/pad committees as a basis of the infttal research, and finds <br />an extremely broad spectrum of scope, duties, and accomplishments across <br />jurisdictions. <br /> <br />As a starting point, the general objectives for an Advisory Committee may be to provide <br />consistent focus on mobility issues. This could include input and recommendations on <br />policies impacting the development, improvement, and enhancement of bicycle and <br />pedestnan routes and- programs. It may be benefICial to consider bicycle and <br />pedestrian routes, programs, and conditions both within the City of Redwood City as <br />wett as those of adjacent cities and the Bay Area (e.g. north-south linkages, Bay Trait, <br />and other regional systems). <br /> <br />The Advisory Committee is proposed to be advisory in nature and will not be a technical <br />project review or an entitlement review body for development applications. It is the <br />input regardmg policy and strategy development that wiU most benefit the City's <br />development review process. <br /> <br />Advisory Committee duties and responsibilities may include the following. <br />. Provide qomments and input on bike- and pedestrian-related City poricies, a citywide <br />plan, and grant recommendations, <br />. Study and assessment of opportunities for improving the bicycle and pedestrian <br />system in Redwood City, including linkages to neighboring and regional bike/ped <br />systems <br />. Assist staff with the development and enhancement of additional bike and <br />pedestrian mobility projects and programs and actively support the pursuit of grant <br />funding <br />. Recommend policies relating to design criteria, specifically how to best balance the <br />tradeoffs and impacts to pedestrians, bicyclists, and automobile motorists when <br />making design proposals and decisions <br />. Provide bicycle and pedestrian recommendations to decision-making bodies .such as <br />the Pfanning Commission and City Council upon request <br /> <br />AL TERNA TIVES <br />. Continue the Working Group with some modifications. This option will require <br />continued staff support and will provide beneficial stakeholder information, but may <br />be less effective for accessing grant funds and providing consistent community <br />involvement. The group would need to identify a chairperson and note-recorder, and <br />develop a decision-making process. <br />. End the Working Group pilot program and do not form an Advisory Committee. Staff <br />will continue to include bicycle and pedestrian needs when considering public works <br />and private projects, however some grant opportunities may remain unavailable to <br />
