This theme provides ttie framework <br />for the League's 2008 strategic priorities and the event will reinforce how protection of local <br />revenues, effective allocation of infrastructure bonds, maintaining local flexibility on local <br />greenhouse gas reduction strategies, and defeating the flawed Proposition 98 are vital to the <br />success of California's 478 cities. <br /> <br />Make plans to attend now! For more information about the 2008 Legislative Action Days, please <br />visit www.cacities.ora/events. <br /> <br />Leverage Prop. 42 Gasoline Sales Tax for Road Repairs <br /> <br />The lack of funds for local street and road maintenance in California has caused a rapid <br />escalation of costs with many billions of dollars in deferred maintenance statewide. Leveraging <br />Proposition 42 gasoline sales tax can generate immediate and substantial funding for critical road <br />maintenance projects while mitigating the impact of a state suspension of the revenue. <br /> <br />Your city's Prop. 42 funds can be pledged to revenue bonds issued by California Communities, <br />the statewide joint power authority (JPA) sponsored by the League. The bonds are secured solely <br />by Prop. 42 gaso]]ne sales taxes without impacting the city's general fund. <br /> <br />Now is the time to stop the rapid escalation of road repair costs by joining the California <br />Communities Prop. 42 Funding Program. Easy to <br />understand with quantifiable results, CGB is helping California's cities and homebuilders lead the <br />way on resource conservation. <br /> <br />CGB is officially.recognized as an environmentally-friendly green building design program by the <br />California Public Utilities Commission and the California Energy Commission. The program's <br />rigorous standards require increased energy efficiency, reduced construction waste, water <br />conservation, and protection of our timber resources. <br /> <br />Specifically, CGB requires that builders: <br /> <br />. Save at least 20,000 gallons of water per year over a typical production home; <br />. Exceed California's Title 24 energy efficiency standards by 15 to 20 percent; <br />. Divert at least 50 percent of construction waste from landfills: and <br />. Use engineered wood products from a certified sustainable source. <br /> <br />Homebuilders, working with engineers, scientists and conservation specialists, created CGB as a <br />program that generates quantifiable resource conservation, while being more practical than other, <br />more complicated programs.
