The core purpose of this
program is to replace worn, outdated equipment when the economy dictates. The
Equipment Services Section in conjunction with the Parks, Recreation and Community
Services Department, Building Maintenance Section, and the Public WOn<s Services
Department, Sewer Section, and Storm Section developed vehicle specffications for the
scheduled replacement of one F-450 and two F-350 model utility trucks currently in
service. These trucks have met and/or exceeded their useful lifecycle and need to be
replaced. Additionally, the new replacement vehicles will have better fuel economy and
less green house gas emissions as mandated by the State of California Assembly Bill
No. 32. The City Clerk advertised the bid invitation with copies of the bid being mailed
to six vendors. The three bids received were opened by the City Clerk on Wednesday,
March 5, 2008, which are summarized as follows:

Bidder Bid Amou nt
San Francisco Ford $182,297.27
Serramonte Ford $182.980.85
Mission VaHey Ford $188,430.36
Recommended Bidder: San Francisco Ford of San Francisco, CA
Substantiation: Staff from Equipment Services contacted several government agencies who have
purchased vehicles from San Francisco Ford and found that they have been a very responsible bidder.

AL TERNA TIVES
The alternative of not approving the purchase of these trucks would impact the
operational requirement of the customer departments since these vehicles are used
da~ly for field assignments and their age and mileage are near the point of requiring
major overhaul work.

FISCAL IMPACT
Funds for the purchase of these utility trucks were approved by City Council in the FY
2007/08 Equipment Replacement Fund Budget in the amount of $188,037.04.
