<br />REPORT <br /> <br />6.10 <br />Page 1 <br /> <br />To the Honorable Mayor and City Council <br />From the Ci. ,Mana .er <br /> <br />April 14,2008 <br /> <br />SUBJECT <br />Purchase of SIX Porice Patrol Cars <br /> <br />ReCOMMENDATION <br />Approve by motion the purchase of six Ford Crown Victoria patrol cars in the amount of <br />$150,449.88 from San Francisco Ford of San Francisco, California under the <br />cooperative purchasing agreement of the City and County of San Francisco's Bid # <br />POAC6500020. <br /> <br />BACKGROUND <br />The Public Works Services Department, in conjunction with the Police Department, <br />developed the replacement schedule for police patrol vehicles, at the most economically <br />beneficial point in their life cycle. At pre-described intervals, police vehicles undergo a <br />thorough evaluation, inducUng but not limited to age, mileage, condltion, maintenance <br />history, downtime, and anticipated future repairs. <br /> <br />Currently, 32 police patrol cars are in use by the Patrol Division of the Police <br />Department. All six of these vehicles are scheduled replacement vehicles for older, in- <br />service patrol cars, and all meet the City's fleet replacement criteria. <br /> <br />ALTERNATIVES <br />Historically, police cars have been on a four year life cycle and replaced before any <br />major failure occurs. Not approving the purchase of these police cars would impact the <br />operations of the Police Department if one or more of these patrol cars were to <br />experience unreliable service andfor an unforeseen breakdown. <br /> <br />After doing extensive research, staff from the Equipment Services Section found that <br />the City and County of San Francisco recently administered a competitive bid process <br />for the same type of police patrol cars and San Francisco Ford was the lowest <br />responsible bidder. The Redwood City Code, Chapter 2, Artide VH, Section 2.80 "Open <br />Market Purchases" makes it possible for the City to realize significant savings from <br />larger volume purchases. Soliciting bids independently may not be a cost effective <br />option for Redwood City since seeking bids for a small number of vehicles probably <br />would not attract a high number of competitive bidders. <br /> <br />FISCAL IMPACT <br />Funds for the purchase of the six patrol cars were approved and appropriated by the <br />City Council in the FY 2007/08 Equipment Replacement Fund Budget in the amount of <br />$236,250.00. This amount is budgeted for the totat cost of the vehicles and emergency <br />equipment necessary to build up the patrols cars. The remaining balance will be used <br />for purchase of emergency equipment. <br />
