6.D. - Page 5 of 12 <br />FISCAL IMPACT <br />The estimated cost for extending the temporary outdoor business program to December 31, 2021 is <br />approximately $125,000 for the calendar year. This will pay for staff to monitor the program five days a <br />week during identified peak activity periods. Additionally, there is a loss of approximately $4,000 in City <br />parking revenue due to parking stalls being dedicated to temporary parklets. At this time it appears the <br />Fiscal Year 2020/21 costs can be accommodated within the existing budget, and costs for the program <br />beginning in July 2021 (the start of Fiscal Year 2021/22) would be included in the Recommended Budget. <br />The RCIA has pledged to continue to pay for additional cleaning costs should the street closure program <br />be extended. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. Similarly, the proposed activity falls within the <br />scope of CEQA Guidelines Section 15061(b)(3), in that it can be seen with certainty that there is no <br />possibility that the activity in question, namely street closures to facilitate outdoor business activity, will <br />have a significant effect on the environment. Separately and independently, even if the activity <br />constituted a project under CEQA, it would be exempt as set forth in CEQA Guidelines Section 15304, <br />because the use of existing streets, sidewalks and private property for outdoor dining constitutes a minor <br />temporary use of land having negligible or no permanent effects on the environment. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />The City Council may elect not to move forward with an extension of the temporary outdoor business <br />activity program or direct staff to explore alternative approaches. <br />ATTACHMENTS <br />Attachment A — Resolution authorizing the extension of the temporary closure of City streets to allow <br />for outdoor dining during the Covid-19 emergency, seven days a week, until December <br />31, 2021 <br />Attachment B — Downtown street and parklet closure map <br />Page 5 of 6 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />159 <br />
