7.A. - Page 7 of 25 <br />BACKGROUND <br />General Information <br />Research has indicated that San Mateo County and its developed areas are the most vulnerable areas to <br />sea level rise. In response to this research, the City has taken the following key strategic planning actions: <br />• Since 2015, the City has partnered with other San Mateo County jurisdictions as part of Sea <br />Change San Mateo County, an initiative to engage the community, increase public awareness of <br />San Mateo County's vulnerability to sea level rise, and conduct the San Mateo County Sea Level <br />Rise Vulnerability Assessment <br />• Since 2017, the City has participated in the Countywide Water Coordination Committee, which <br />was established by the City and County Association of Governments to address flooding, regional <br />stormwater issues, and sea level rise issues within San Mateo County. This Committee has been <br />credited for developing a proposal for a new water management agency. <br />• In 2019, the City became a member agency of the newly formed Flood and Sea Level Rise <br />Resiliency District, which consolidated the work of the San Mateo County Flood Control District <br />and Flood Resiliency Program, and initiated new countywide efforts to address sea level rise, <br />flooding, coastal erosion, and large-scale stormwater infrastructure improvements through <br />integrated regional planning, project implementation, long-term maintenance, and leveraging of <br />State and Federal funding. <br />The City supports cross -jurisdictional cooperation and planning around sea level rise and flooding through <br />the Flood and Sea Level Rise Resiliency District. Some of the projects the City is developing include the <br />Bayfront Canal and Atherton Channel Flood Improvements project, improvements to the levees around <br />Redwood Shores, and improvements to the levees around Seaport Centre and Seaport Plaza, which is the <br />subject of this Staff Report. In addition, the City continues to work through Sea Level Rise adaptation <br />planning with our partner agencies, as a stakeholder in regional initiatives, and as a member agency of <br />our Flood and Sea Level Rise Resiliency District. These actions are also implemented in Programs and <br />Policies of the Redwood City General Plan. <br />Levee Improvements for Seaport Centre and Seaport Plaza <br />Metropolitan Life Insurance Company ("Met Life") owns certain property that it operates as a portion of <br />a business park known as Seaport Centre. HCP LS Redwood City, LLC ("HCP"; together with MetLife, <br />"Property Owners") owns certain property that it operates as the remaining portion of Seaport Centre. <br />HCP also owns property that it operates as Seaport Plaza. <br />In or about 1984, the predecessors to Met Life and HCP constructed levee improvements and related <br />flood protection facilities along the perimeter of Seaport Centre ("Seaport Centre Levee"). Following <br />construction of the Seaport Centre Levee, the City accepted ownership of the Seaport Centre Levee and <br />established the Seaport Centre Maintenance District ("Maintenance District") to fund the City's ongoing <br />operation and maintenance of the Seaport Centre Levee and certain other Seaport Centre storm drain, <br />sewer and water facilities. <br />Page 2 of 7 <br />imam <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />183 <br />
