8.B. - Page 3 of 25 <br />The Study analyzes commuter ferry service as most riders will be traveling for work and because the <br />majority of fare revenue and public and private funding would be for commuter service. The Study also <br />discusses the value of recreational ferry service and includes non -commute trips as a variable in estimating <br />ridership to San Francisco. As will be discussed further, the Study evaluates two routes: San Francisco - <br />Redwood City and Oakland -Redwood City. As shown in Figure 1, below, the Study asks and answers five <br />questions to determine feasibility. <br />The Study began prior to the onset of the COVID-19 pandemic and many of the assumptions are based on <br />pre -pandemic commute and land use trends. While there is uncertainty regarding the potential impact <br />from long-term work -from -home policies and pandemic -related job losses, it is reasonable to assume that <br />Silicon Valley may be less impacted and also that recovery will be quicker compared to other regions in <br />the state and in the nation. This assumption is based on the history of economic recovery in Silicon Valley <br />after the dot-com bubble of the early 2000s and the Great Recession of 2007-09, recognizing that long- <br />term impacts associated with the pandemic are unknown. <br />Existing Conditions <br />CDM Smith examined existing commute conditions and modes, Redwood City characteristics, and the <br />proposed terminal site to inform subsequent Study tasks.
