Page 1 of 3 <br />To: Redwood City Council <br />From: Susan Rowinski, <br />Founding President of Bair Island Aquatic Center (BAIL) and current BIAC member <br />RE: Small boat Safety Enforcement & Funding Missing from the Ferry Financial Feasibility Study & Cost Benefit & Economic <br />Impact Analyses <br />Date: Jan. 11, 2021 <br />The purpose of my letter is to request City Council begin to lead the discussion on the needed mechanisms and enforcement needed to <br />ensure the water safety of the (human powered) small boat users within the context of a RWC commuter ferry terminal used by both <br />public ferry operators, WETA, and private ferry operators such as PropSF and Uber Ferries. <br />While this discussion is not included in the Ferry Financial Feasibility Study & Cost Benefit & Economic Impact Analyses, it should <br />be included in the upcoming Business Plan for the Commuter Ferry Terminal/Operations. <br />However, City Council's preliminary thoughts and comments on human powered small boats user's safety and enforcement would be <br />appropriate for tonight's meeting. <br />BACKGROUND: Prior to COVID-19 lockdowns in March 2020, starting at 530am-1030am over (100) human powered vessels <br />would be using Redwood Creek, WestPoint Slough, and the SF bay. This same usage is mimicked in the afternoons. Human <br />powered vessels include rowing and sculling shells, kayakers, standup paddlers, outrigger canoes, Dragon boaters, swimmers etc. <br />The people using these vessels include a broad range of users from high school aged to seniors. The users live in Redwood City as <br />well as other cities in the county. <br />Refer to the picture found below of users on Redwood Creek east of the PG&E wires. This picture demonstrates the large number and <br />On page 2 is a second taken of human powered vessels on Redwood Creek extending well east of the PG&E wires and into the SF <br />Bay. Human vessel usage of Redwood Creek beyond the PG&E wires is routine as shown in the above picture and the picture on <br />page 2. <br />
