Page 3 of 3 <br />CONCLUSION: Missing from the Ferry Financial Feasibility Study & Cost Benefit and Economic Impact Analyses is the following <br />thought and language, <br />1) Work with stakeholders to establish a ferry no wake zoon on Redwood Creek/SF bay/West Point Slough. <br />2) Develop protocols to monitor and measure water safety incidents due to ferry wakes in the ferry no wake zone and outside of <br />the zone. <br />3) Deploy current and create new laws to protect human powered vessel users in the ferry no wake zone and outside the zone. <br />4) Enforce current and new laws in the ferry no wake zone and outside the zone. <br />5) Implement a formal citation tracking system of incidents in the ferry no wake zone and outside the zone. <br />6) Identify the people needed to enforce the ferry no wake zone, including monitoring, measuring (safety citations and other <br />incidents). <br />7) Identify the funding sources to do this work noted in items 1-6. <br />I understand developing ferry no wake zones, laws, and enforcement mechanisms maybe outside the scope of the Feasibility Study, <br />however this discussion should be included in the upcoming Business Plan for the Commuter Ferry Terminal/Operations. <br />
