6.A. - Page 2 of 4 <br />• Installing three Test Piles at 60, 42 and 25.5 feet embedment respectively. <br />Associated work included mobilization, demobilization, traffic controls, notification, furnishing and <br />installation of project signs, work in conjunction with the National Pollutant Discharge Elimination System <br />(NPDES) program and other incidentals, saw -cutting, pavement removal and trenching, sheeting, shoring <br />and bracing, dewatering, backfill, base compaction, storm drain catch basin, storm drain piping, drainage <br />ditch restoration, landscape restoration, and asphalt concrete pavement restoration work. <br />ANALYSIS <br />The project was awarded for a base bid of $1,298,369.00. The project was successfully completed in <br />accordance with the plans and specifications, with daily field inspections completed by City staff. Two <br />contract change orders were issued totaling $46,449.49. The final contract amount is $1,344,818.49, <br />which is 3.58% more than the initially awarded contract amount. The contract change orders were due to <br />unforeseen field conditions that resulted in additional work requested by the City that was not within the <br />original scope of work, but was necessary to complete the project. The change orders included work <br />around unexpected buried piping conflicts and space constraints, restoration of an existing drainage ditch, <br />and removal of an unstable tree. <br />FISCAL IMPACT <br />Sufficient funding for this contract was previously approved and appropriated in the Fiscal Year 2019-20 <br />budget from the Water Capital Project Fund. The Federal Emergency Management Agency (FEMA) and <br />the California Governor's Office of Emergency Services (CaIOES) contributed $972,017.00 (75% of original <br />project estimate of $1,296,022.67) and the City funded the remaining $324,005.67 (25% of original <br />estimate of $1,296,022.67). <br />ENVIRONMENTAL REVIEW <br />On April 13, 2020, the City Council as the lead agency determined that this project met the California <br />Environmental Quality Act (CEQA) exemption criteria as set forth in Section 21080(b)(4) (disaster <br />preparedness) of the Public Resources Code. Furthermore, all improvements, maintenance and upgrades <br />were determined to be categorically exempt from the requirements of the California Environmental <br />Quality Act (CEQA) per Section 15301 (b) (Class 1. Existing facilities of both investor and publicly -owned <br />utilities used to provide electric power, natural gas, sewerage, or other public utility services) and (d) <br />(Restoration or rehabilitation of deteriorated or damaged structures, facilities, or mechanical equipment <br />to meet current standards of public health and safety). <br />This project did not require a National Pollutant Discharge Elimination System (NPDES) General Permit for <br />stormwater discharges associated with construction and land disturbance activities pursuant to <br />Attachment A.2 of Order 2010-0014-DWQ, which exempts projects to update existing lines and facilities. <br />The project construction did employ stormwater pollution prevention best methods and practices. <br />Page 2 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />11 <br />
