Council Member Reddy commented on item 6E. <br />Council Member Aguirre requested item 6Q be pulled for further discussion. <br />Motion and second, Reddy and Hale, to approve all items on the Consent Calendar, <br />excluding 6K and 6Q passes unanimously by roll call vote. <br />Motion and second, Aguirre and Reddy, to approve item 6K, passes 6-0-1 by roll call <br />vote, with Council Member Gee recused. <br />Motion and second, Smith and Aguirre, to reject item 6Q waiving the second reading <br />and adopting the Zoning Ordinance, and instead provide direction to staff to <br />schedule and publish a notice for a public hearing for a future City Council meeting, <br />passes 5-2 by roll call vote with Council Member Reddy and Mayor Howard <br />opposed. <br />6.A. Agreements with Hinderliter, de Llamas & Associates (HdL) and HdL Coren & <br />Cone for sales and transaction and use tax, business license tax, and property <br />tax consulting and audit services; and agreement with MuniServices, LLC for <br />access to sales and transaction and use tax records maintained by the <br />California Department of Tax and Fee Administration (CDTFA)(304) MO 20-206 <br />(205)Res(0146)15922 <br />Recommendation: <br />1. By motion, approve and authorize City Manager to execute a three-year <br />agreement with HdL for Sales and Transaction and Use Tax and Business License <br />Tax Consulting and Audit Services in an amount not to exceed $392,400, <br />including City Manager authority to extend the agreement for two additional 1 - <br />year terms, for a total not to exceed contract amount of $677,181; <br />2. By motion, approve and authorize City Manager to execute a three-year <br />agreement with HdL Coren & Cone for Property Tax Consulting and Audit <br />Services in an amount not to exceed $46,527, including City Manager authority <br />to extend the agreement for two additional 1 -year terms, for a total not to <br />exceed contract amount of $80,660; <br />3. By motion, approve and authorize City Manager to execute a two-year no -fee <br />contract with MuniServices, LLC for assistance with all outstanding petitions <br />with the California Department of Tax and Fee Administration and sales tax <br />analysis; and <br />4.
