(MIG) to provide planning, outreach, and environmental services associated with <br />updating the Housing Element for a not -to -exceed amount of $734,434 and authorize the City Manager <br />to increase the contract amount up to 10 percent, if necessary. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Housing <br />BACKGROUND <br />Redwood City is required by the State of California to update its Housing Element every eight years. The <br />2015-2023 Housing Element, adopted in 2014, identifies housing needs in the community, potential sites <br />for the construction of new market -rate and affordable housing, and policies and programs to promote <br />housing opportunities. <br />Preparation of a Housing Element is time -intensive, occurring over a two-year period, and requires <br />significant community participation, data analysis and environmental review. The process also has a firm <br />deadline as the State must certify the Housing Element by January 2023.
