6.A. - Page 30 of 70
Red Morton Park Regional Stormwater Capture Project
Redwood City, CA
and the long-term continuous simulation. The evaluation will include looking at the current downstream hydraulic
conditions.
For this effort, Consultant will model the existing channel hydraulics using EPA SWMM to determine the water
surface elevation and velocities from the flow rates calculated in the Hydrologic and Hydraulic study (Task 2.7).
The calculated design flows will be compared to the existing design hydraulic capacity flowrates of each impacted
channel and/or pipe. The design hydraulic capacity flowrates are assumed to be provided by the City as a part
of the data collection/records research.
Results from the research will be summarized and included in the Hydrologic and Hydraulic Study memorandum.
Task 2.9. Water Quality Study
The Consultant will prepare an analysis based on the Hydrologic Study to quantify the existing water quality. The
average annual pollutant loading for the TMDL pollutants (mercury and PCBs) will be reported in addition to flow
volumes and sediment loading. These baseline pollutant loadings will serve as the inputs into the alternative
analysis in Task 3 where the alternatives will compare the removal efficiencies of the proposed alternatives.
Task 2.10. Water Conservation Study
The Consultant will analyze the potential for treatment and use of captured stormwater for landscape irrigation,
groundwater recharge, or other beneficial uses. This task consists of the research into requirements for on-site
irrigation and groundwater recharge. The anticipated benefits of the project alternatives will be measured and
reported in Task 3.
For on-site landscape irrigation, the Consultant will research the treatment standards for the community and the
current water demand at the park. The water demand will be summarized by average monthly demand and the
current schedule.
For groundwater recharge, the Consultant will research the existing groundwater basin and the discharge
requirements. The infiltration rates from the geotechnical evaluation in Task 2.4 will serve as the basis for the
analysis of water recharge.
Results from the research will be summarized and included in the Hydrologic and Hydraulic Study memorandum.
Task 2.11. Landscape and Site Restoration Study
The Consultant will review pertinent background documents and site condition and prepare a Landscape and
Site Restoration Study for the project's interchange location that analyzes the needs and opportunities for site
restoration in combination with building the project, including landscaping, irrigation, recreation elements, and
public amenities.
Task 2.12. Regulatory Requirements and Permitting
The Consultant will identify all applicable permits and associated time requirements including the potential
needed California Environmental Quality Act (CEQA) studies. The Consultant will prepare a list of the relevant
regulatory agencies that require consultation and associated permits. The list will be delivered in a
memorandum.
Task 2 Deliverables:
• Data Collection Workplan
• Site & Utility Survey (CAD Basefile)
• Geotechnical Evaluation Report
• Hydrologic and Hydraulic Study Memorandum Draft and Final (inclusive of the Water Quality Study and
Water Conservation Study)
• List of Relevant Permitting Agencies and Required Permits
35
ATTY/AGR.2020.309/Craftwater Inc (Page 16 of 34)
